[WATCH] Sylacauga City Council holds first meeting of April

SYLACAUGA, Ala. – The Sylacauga City Council met on Tuesday, April 2, at 6:00 p.m. with a work session prior at 4:00 p.m.

At the meeting, the city council held two public hearings to consider the rezoning of properties located at 691 W 4th St. and 705 W 4th St. from MX-1 to MX-2. Both motions were passed after the hearings concluded.

The council amended Resolution 49-2023 to provide additional funding for initial budget requests for all city departments to include the Civil Service Board effective April 2, 2024.

The FY24 budget’s total in the amount of $524,908.93 was divided up into the following:

E&L: $98,477.25
A&F: $18,974.73
Court: $150
CSB: $5,312
PD: $184,440
FD: $71,609.95
Animal Shelter: $7,000
Street: $14,000
Planning: $17,145
Building Services: $107,800

Additionally, they amended Resolution No 49-2023 and Resolution No 39-2024 to make adjustments to the FY24 budget to provide more additional funding for following City of Sylacauga departments:

Fire Department: $4,000
Building Services Department: $6,000
Street Department: $2,065.11
Shop Department: $5,065.11
Municipal Court: $3,500
Animal Shelter Department: $3,255.36
Administrative and Finance Department: $4,545.24

Another amendment to the FY24 budget was granted, authorizing the Fire Department to reallocate funds to purchase Hydraulic Rescue Tools, or theJaws of Life, to address outdated equipment in the amount of $58,958.

The city council approved tax abatements pursuant to Section 40-9B-1 for Programmable Logic Consulting, LLC and authorize execution of the required Tax Abatement Agreement to forward to the Alabama Department of Revenue.

They set a public hearing for May 7, 2024 to rezone property located on Chappell St., zoned AG-1 (Residential Agricultural District) to R-2 (Medium Density Residential District).

The council amended the FY24 budget to increase the Building Services Department for a pay adjustment increase for the currently employed part-time Building Inspector at a rate of nine percent, pay rate change from $26.50 per hour to $28.89 per hour. (The Building Services Department will not hire a full-time Building Inspector until the part-time employee fully retires.)

They also amended the FY24 budget to move funding from Building Services Department: Nuisance and Abatement line to the Street Department: Landfill Expenses in the amount of $5,000. (Funding for removing debris from house on W. Walnut Ave.).

Furthermore, they amended the FY24 budget to increase the Shop request for one additional mechanic in the amount of $42,931.20. (Estimated salary cost includes fringe benefits.)

Two Special Events licenses were approved, one for L’Acosta Mexican Restaurant (Emily and Edgardo Vazquez) for a Cinco de Mayo event on May 4, 2024, and the other for The Cree Collection (Jerica Wilson) for the Standing on Business 2024 event on April 14, 2024.

Pay adjustments for two police officers were accepted, those being for Officer Tim Collier and for Officer David Miller, effective March 25, 2024.

The council allowed for Mayor Jim Heigl to enter into a K-9 Agreement between the City of Sylacauga and William Lamar Taylor.

The city council approved the hiring of Victoria Mizzell for the position of Accounting Clerk at a pay grade of AFA-1, step 3, as well.

The council approved Fiscal Year 2024 Accounts Payable invoices in the amount of $117,438.47

The next meeting of the Sylacauga City Council is scheduled to take place on Tuesday, April 16, at 6:00 p.m.
