[WATCH] Sylacauga City Council holds second meeting of November

SYLACAUGA, Ala. – The Sylacauga City Council met Tuesday night, Nov. 15, at 6:00 p.m. with a work session prior to the meeting at 5:00 p.m.

The first item on the docket was a public hearing to consider zoning and annexation of property located at 320 Rocky Rd.

The city council voted to approve Ordinance 2248-22 authorizing participation in the 2023 Severe Weather Preparedness Tax Holiday, Feb. 24-26, 2023.

In other new business, the council approved Resolution 72-2022 authorizing a three-year contract with Simcut Lawn Care for landscape and horticultural services on designated city properties at an annual base bid of $24,196.

They also approved Resolution 73-2022 authorizing a contract with EEFS in the amount of $46,000 to provide design engineering and survey services for the Walnut Rd. bridge replacement.

Police Chief Kelley Johnson was approved to apply for a Jag Byrne Grant of up to $24,000 to purchase a camera system. A local match of up to $4,000 will be required.

Johnson’s request to increase the pay of Lt. Renea Cummings from PS-4-5 ($29.45/hour) to PS-4-7 ($31.55/hour) due to compression was also approved.

The council approved a payment in the amount of $4,995 to NextSite LLC for the success fee earned for T-Mobile.

Approval was given to authorize the expense for Trane to replace relief valves on low-pressure boilers at a cost of $1,502.

The Sylacauga City Council approved travel and training expenses for Firefighter Caleb Williams to attend the Alabama Fire College Rapid Intervention Crew Member course at the Alexander City Fire Department, Nov. 28 – Dec. 2, 2022. No registration fee; expenses for meals will be incurred. Williams will carpool with Osgood and Moseley. Total estimated expenses for Williams are $75.

The council approved training expenses for Animal Shelter Technician Connie Willette to take the online Certified Euthanasia Technician Re-Certification Course on Dec. 10, 2022. Registration fee of $200; no additional expenses will be incurred.

Additionally, they approved training expenses for Transportation Program supervisors Greg Patterson and Gail Federer to take the following online course – “Reasonable Suspicion Training for Supervisors” at a cost of $44 each. Certificate required by ALDOT and East Alabama Regional Planning and Development Commission.

A request was accepted from Alabama Power to approve an easement on city property located at 165 MCS Blvd. in order to install undergrounds services needed for a Publix pylon sign. The action authorized Mayor James Heigl to sign required documents to approve the request.

The city council approved the transfer of ABC Board 050 Retail Beer and 070 Retail Table Wine (off premises only) licenses from Community Resources, LLC to Gerrard D’Alessandro, owner of Meat Depot, located at 204 W. Fort Williams St.

A Memorandum of Understanding (MOU) was approved with Blue Bell Creameries for the purchase of city property located on W. 4th St. The MOU allows for both parties to enter into a real estate sales contract and authorizes Mayor Heigl to sign the MOU on behalf of the city.

The council approved a trio of fiscal items including Additional Accounts Payable invoices received for FY22 in the amount of $138,433.44, Balance of Accounts Payable invoices received for October in the amount of $141,011.18, and the October payroll in the amount of $433,738.26.

The next regular meeting of the Sylacauga City Council is scheduled for Tuesday, Dec. 6, 2022, at 6:00 p.m.
