Talladega County releases 2020 infrastructure plans as required by Rebuild Alabama Act

SYLACAUGA, Ala. – The Talladega County Commission has revealed its infrastructure plans for the year 2020.

It is now state law for counties to release their road and bridge improvement and construction plans since the Rebuild Alabama Act became low on Sept 1. Governor Kay Ivey singed the Rebuild Alabama Act into law in March.

The Rebuild Alabama Act levies an additional excise tax on gasoline and undyed diesel. The act also provides for the following additional excise tax rate increases/indexing:

  • Effective Oct, 1, 2020 (bringing Act 2019-2 total additional tax to $0.08)
    • Additional $0.02 gasoline tax
    • Additional $0.02 diesel tax
  • Effective Oct. 1, 2021 (bringing Act 2019-2 total additional tax to $0.10)
    • Additional $0.02 gasoline tax
    • Additional $0.02 diesel tax
  • Effective Oct. 1, 2023 and on July 1 of every other year thereafter
    • The gasoline and undyed diesel excise tax rate will be adjusted by the percentage change in the yearly average of the National Highway Construction Cost Index and rounded to the nearest whole cent with the increase or decrease of the excise tax rate not exceeding $.01 per gallon.

Under the law, ALDOT, Counties, and Municipalities can only use the new revenue for maintenance or construction of roads and bridges, match funds for federal road or bridge projects, or
the payment of any debt, subject to certain limits in the Act, associated with road or bridge projects.

As Talladega County reported its 2020 plans the following roads and bridges are to be repaired:

  • 16.3 total miles of Stemley Rd.
    • Scrub Seal and Traffic Striping from Eureka Bridge to I-20
    • Scrub Seal and Traffic Striping from Poorhouse bridge to Eureka Bridge
    • Scrub Seal and Traffic Striping from Grist Mill Rd. to Renfroe Rd.
    • Scrub Seal and Traffic Striping from Renfore Rd. to SR-34
  • 4.88 mils of Goodwater Hwy.
    • Resurfacing and Traffic Striping from Sunny Ln. to Brown St.
  • 5.5 miles of Oakdale Rd.
    • Resurfacing and Traffic Striping Oakdale Rd. from SR-21 to SR-76.
  • .02 miles of Berney Station rd.
    • Replacement of Bridge BIN 008086 at Dry Creek

Total estimated costs reach $1,147,938. 21
