SYLACAUGA, Ala. – The Sylacauga City Council will consider whether to continue its Flock camera services for another two years when it meets on Monday night, Nov. 2.
The proposed continuation of the camera services is among 17 items on the council’s agenda. Council members will determine whether to approve a two-year extension of the Memorandum of Understanding for the service.
The meeting was moved from its regularly scheduled Tuesday, Nov. 3 date because of the midterm elections. A work session is scheduled for 4:00 p.m. Monday in the Faye Hosey Chambers at City Hall, followed by the council meeting.
A public hearing is scheduled for 6:00 p.m. to discuss entering into an amended and restated Redevelopment Reimbursement Agreement with Robo Motors, LLC, and Sylacauga Handicapped, Inc.
Several items carried over as Old Business will also return for consideration. They include approval of the 2025-2030 Hazard Mitigation Plan, designation of authorized signatories for city financial transactions, and approval of the city’s share of the FY27 airport runway pavement maintenance project.
The airport project is divided among three funding sources, with the Federal Aviation Administration providing $403,024, or 90 percent; the state contributing $22,390, or five percent; and the city providing $22,391, or five percent.
The council will also consider a $91,015 match for the FY27 Federal Transit Administration Section 5311 Rural Transportation program in partnership with the East Alabama Regional Planning and Development Commission. The amount was previously approved as part of the FY27 budget. The proposed action would authorize Mayor Matt Hubbard to sign the contract.
Another agreement with the regional planning commission, in partnership with Sylacauga Parks and Recreation, covers the city’s Nutrition and Senior Aide programs under Title III of the Older Americans Act. The contract totals $35,150, an amount also previously approved in the FY27 budget.
Other Old Business items include authorization to purchase the first year of iWorq work order software for $18,360, with annual costs of $15,300 thereafter, and approval of a three-year service agreement. The council will also consider a $10,624 payment to Charlton Kircus, an agreement to install a fire panel to meet elevator code requirements, and agreements for the purchase of a new grapple loader truck and a Stepp dump-style premix heater trailer.
Under New Business, the council will consider authorizing City Attorney Win Livingston to file a notice of lis pendens against property at 22 Jackson Ave. South, near the intersection of Quarry Rd. and Jackson Ave. South.
The council will also consider adding an addendum to its two-year demolition services contract for nuisance abatement and setting the amended contract out for bid.
An additional item would establish a public hearing to consider annexing property at 91 Hickman Quarry Rd. into the city. The property is zoned AG-1 Residential Agriculture District. The Sylacauga Planning Commission approved the request on Oct. 8.
Personnel and financial matters round out the New Business agenda. Council members will consider setting Cody Cleghorn’s salary as Shop Superintendent at grade SHD-1, step 13, with an annual salary of $67,626.77, effective Oct. 31.
The council will also consider approval of FY26 accounts payable invoices totaling $72,678.45 and FY27 accounts payable invoices totaling $1,947,187.28.
The meeting will be held in the Faye Hosey Chambers at Sylacauga City Hall.
