Sylacauga City Council proposed agenda – March 16, 2021

SYLACAUGA, Ala. – The Sylacauga City Council will meet Tuesday night at Sylacauga City Hall.

The meeting is scheduled for 6:00 with a work session beginning at 5:00.

At the work session the council will discuss:

New Business:

  • Public hearing to consider a revenue sharing and incentive agreement with Robo Motors, LLC for the proposed redevelopment and construction of a new sales lot at 40811 US Hwy 280.  (Public hearing set by Resolution 07-2021 2-18-21).  Resolution 17-2021 required.
  • Reading into minutes of Mayor’s Heigl’s appointment of Jessie Harrison as Commissioner to the Sylacauga Housing Authority for the term beginning February 3, 2021 and expiring February 3, 2022, to fill the unexpired term of Alma Jean Cook. (informational only; no council action required).
  • Resolution 18-2021 authorizing City to enter into an agreement with the State of Alabama for Project #ST-061-999-015-CN; CPMS Ref #10073442 for the widening and resurfacing of James Payton Blvd. and accepting funding from ALDOT in the amount of $250,000.00  Approval authorizes Mayor to sign agreement with State of Alabama.
  • Resolution 14-2021 authorizing EEFS to proceed with the advertising of bids for the widening and resurfacing of James Payton Blvd.
  • Resolution 19-2021 authorizing Barge Design Solutions to submit application for FAA CARES Grant in the amount of $13,000.00 to be used for operating expenditures of Lee Merkel Field Sylacauga Municipal Airport, and authorizing Mayor to execute related documents.
  • Recommendation from Fire Chief Nate Osgood to approve Automatic Aid Agreement with the Oak Grove Volunteer Fire Department. Approval authorizes Fire Chief to sign agreement on behalf of the City.
  • Recommendation from Street Supt. Reed Calfee to authorize/fund increase in number of F/T positions at Animal Shelter by replacing the three current P/T Laborer positions ($10.26/hr, 28/hrs per week, $14,938.56/annual) positions with two F/T Technician positions (Grade SM-1, $10.47/hr, Probation, 40/hrs per week, $21,763.04/annual). Changes will result in a total of five F/T Technician positions at Shelter and zero P/T Laborer positions, with an estimated additional budget increase of $14,040.47.
  • Authorization to accept quarterly donation in the amount of $250.00 for remainder of FY21 from the Town of Oak Grove to assist with costs associated with the care and storage of animals at the Shelter.
  • Approve travel/training expenses for PD Investigator Roman Hubbard and Investigator Kelly White to attend the APOSTC-CBPLE Investigator Academy Schedule Session #2 at JSU Center for Best Practices in Law Enforcement on the following dates:  July 20-22; August 24-25; September 21-23, and October 19-20, 2021.  No registration fee; expenses for meals and the use of city-provided vehicles will be incurred.  Estimated expenses for Hubbard and White are $150.00/each.
  • Approve travel/training expenses for Adam Chasteen to attend the 183rd Basic Session of the NE Alabama Law Enforcement Academy at JSU April 26-July 29, 2021.  Tuition of $1,000.00 (City to pay $500.00, with APOSTC paying $500.00 upon successful completion), lodging and meals in the amount of $3,800.00, and ammunition in the amount of $284.00.  Chasteen to use a city-provided vehicle.  Total estimated expenses for Chasteen are $5,084.00.
  • Balance of Accounts Payable for February in the amount of $191,536.94.
  • February payroll in the amount of $419,772.97.
