Sylacauga City Council proposed agenda – Aug. 21, 2018

SYLACAUGA, Ala. – The Sylacauga City Council will have its second meeting of the month tomorrow night, Monday Aug. 21, 2018.

The following items are set to be discussed:

  1. Ordinance 2200-18 authorizing building located at 225 N Norton Ave. be declared as surplus property and authorizing sell of building to Talladega County Economic Development Authority in as-is condition for $45,015 if ready.  Authorization for Mayor Heigl to sign related documents.
  2. Resolution 60-2018 awarding bid for Miscellaneous Roofing & HVAC, Package B, (Lathan Associates Architects, P.C. Job No. 18-08B) as recommended by Interim Director of Code Enforcement Mike Whetstone to Stateline Mechanical, with the low base bid of $312,000 and Alternate #1 with a deductive alternate of $4,000 for removal of roof curb installation from project; net total award of $308,000.
  3. Resolution 61-2018 authorizing agreement with State of Alabama for Project TAPAA-TA18(914), CPMS #100068370, Streetscape and ADA improvements along Al Hwy 21 between 5th and 6th St., and ADA improvements to the parking area along 3rd St., Calhoun Avenue, and 2nd St.  Action authorizes Mayor to sign required documents.
  4. Resolution 62-2018 rejecting sole bid received and to abandon the Museum Restroom Upgrade Revision project as bid.
  5. Action necessary to approve land use agreements between the City, Sylacauga Parks and Recreation and Sylacauga Little League, Inc., and Sylacauga Little League, Inc., if ready.
  6. Action necessary to correct Item 11 of the minutes of the Council meeting held June 5, 2018, relative to the award of the Miscellaneous Roofing and HVAC project, Alternate #3 (Repairs to portion of roof at former Food World Building) in the amount of $20,000 to change the funding source from Bond Proceeds to Capital Improvement Trust Fund.
  7. Action necessary to correct Item 14 of the minutes of the Council meeting held July 17, 2018, relative to authorizing the three Historical grants to correct cemetery from Marble City Cemetery to Sylacauga Cemetery located on West Ft. Williams Street.
  8. Authorization for Mayor to sign G17 with INTL FCStone Financial, Inc.
  9. Action necessary to accept recommendation from Interim Code Enforcement Director Mike Whetstone to accept proposal for construction of new restrooms at Comer Museum from M J Brooks & Son Construction in an amount not to exceed $35,500 with funding for new construction from bond proceeds.
  10. Accept amended by-laws of the B.B. Comer Memorial Library and make part of the records of the City.
  11. Request from Police Chief Kelley Johnson to purchase police cars, if ready.
  12. Retail Beer (Off Premises Only) and Retail Table Wine (Off Premises Only) from Mahendra Chunilal Patel, Dinesh Chandrakant Patel, and Nirav Pravinbhai Patel, members of Keshav Jivan LLC, DBA Mobile QV located at 750 S Broadway Ave. in Sylacauga.
  13. Board appointments

Approve expenses for Court Clerk Amber Johns to attend the 2018 AMCCMA Annual Conference in Orange Beach Sept. 19-23, 2018.  Registration fee is $350.  Additional expenses for mileage, meals, and lodging will be incurred.  Total estimated expenses for Johns are $1,483.88 to be paid from Court Training Funds to the extent possible, with balance to be paid from Judicial Admin Fund.
  15. Approve expenses for Judge Barry Vaughn to attend the 2018 Fall Municipal Law Conference in Orange Beach Oct. 18-20, 2018.  Registration fee is $255.  Additional expenses for mileage, meals, and lodging will be incurred.  Total estimated expenses for Vaughn are $1,205 to be paid from Court Training Funds to the extent possible, with balance to be paid from Judicial Admin Fund.
  16. Approve expenses for Joseph Carlton to attend the 2018 Fall Municipal Law Conference in Orange Beach Oct. 18-20, 2018.  Registration fee is $225.  Additional expenses for mileage, meals, and lodging will be incurred.   Total estimated expenses for Carlton are $1,175 to be paid from Court Training Funds to the extent possible, with balance to be paid from Judicial Admin Fund.
  17. Approve expenses for new Police Officer recruit Austin Pitts to attend the 175th Basic Session of the NE Alabama Law Enforcement Academy in Anniston, Aug. 20 through Nov. 15, 2018.  Registration fee is $250.  Additional expenses for meals and lodging of $1,800 and ammunition costs of $239 will be incurred.  Up to $1,300 of expenses will be reimbursed upon successful graduation from the academy.  Total estimated expenses for Pitts are $2,289.
  18. Approve expenses for Accounting Clerk Sandy Sorensen to attend the RSA training session on the new Pension Administration System in Montgomery on Aug. 22, 2018.  There is no registration fee.  Expenses for a meal and mileage will be incurred.  Total estimated expenses for Sorensen are $85.
  19. Approve expenses for City Clerk/Treasurer Patricia Carden to attend the RSA training session on the new Pension Administration System in Montgomery on Aug. 22, 2018.  There is no registration fee.  Expenses for a meal will be incurred.  Total estimated expense for Carden is $15.  Carden will be carpooling with Sorensen.
  20. Accounts Payable received to date for July in the amount of $238,718.63.
  21. July payroll in the amount of $400,040.80.

A work session will be held at 4:00 p.m. with the Council meeting following at 6:00 p.m. All members of the community are invited to attend.
