Sylacauga City Council meeting – Jan. 23, 2025

SYLACAUGA, Ala. – The Sylacauga City Council met on Thursday night, Jan. 23, following a work session which started at 4:30 p.m.

At the meeting, the city council authorized an Amended and Restated Development Agreement with Wharf Casual Seafood.

The council set a public hearing on April 1, 2025 for the rezoning of properties at 966 – 1184 Sylacauga Fayetteville Hwy, zoned M-1 (Light Industry) to M-2 (General Industry), for April 2, 2025.

They declared various items as surplus and authorize disposal through GovDeals.com or any other method deemed necessary and appropriate by the City of Sylacauga.

Authorization was granted for Mayor Jim Heigl to execute an agreement with East Alabama Regional Planning and Development Commission related to FY 2026 funding totaling $91,015 for transit services for “Section 5311 Non-Urbanized Area Public Transportation” managed and operated by the Sylacauga Alliance for Family Enhancement on behalf of the City of Sylacauga.

Authorization was also given for Engineering Environmental and Forestry Services, Company, P.C. (EEFS) to prepare and submit application for the FY 2025 Rebuild Alabama Act Annual Grant Program and to authorize the Mayor to execute any necessary agreements.

The city council authorized the purchase of two 5’x10’ trailers for the Street Department from Street Department earmarked funds totaling $14,700.

A Special Event business license for the Pinhoti Experience Foundation and exemption for its vendors for the annual event held in September 2025 was approved.

The council approved the request from “Sylacauga Liquor Store” for a “011 – Lounge Retail Liquor – Class II (Package)” and “990 – Tobacco Only License”, located at 815 W 4th St. Suite A, Sylacauga, AL 35150.

Approval was granted for four requests from the Sylacauga Animal Shelter, including:

-New heaters, totaling $11,897. (Funding from Capital Improvement Reserve fund)
-New kennel reconfiguration, totaling $19,530. (Funding from Capital Improvement Reserve fund)
-Employment of one temporary worker for the Animal Shelter Department for up to 180 days at the billable rate of approximately $14.55 per hour with TempForce Smart Staffing Solutions.
-A budget amendment to add an additional $3,550.54 to the shelter’s Building Repair and Maintenance General Fund

The Mayor was permitted to sign an agreement with SpringBrook Holding Company LLC to add Interfund Transfers Module for $1,920.00.

Fiscal Year 2025 Accounts Payable invoices, totaling $1,373,148.67, and December 2024 payroll, totaling $541,187.59, were both approved.
