Sylacauga City Council approves library, municipal complex upgrades; sets public hearing for Sept. 1

SYLACAUGA, Ala. – The Sylacauga City Council met Tuesday, Aug. 18, following a work session that began at 5:00 p.m. and included budget discussions with several local organizations and agencies.

During the work session, council members held budget meetings for appropriations and contracts with the Talladega County Drug and Violent Crime Task Force, Isabel Anderson Comer Museum and Arts Center, Airport Authority, Talladega-Clay-Randolph Childcare, Historical Commission, and the Industrial Development Board.

During the regular meeting, the council adopted the city’s fiscal year 2027 Transportation Plan in accordance with guidelines established under the Rebuild Alabama Act.

Council members also voted to reschedule a public hearing originally planned for Aug. 18 to Tuesday, Sept. 1, for consideration of Ordinance 2290-26. The ordinance addresses the feeding of animals and animal control concerns along the Hwy 280 corridor.

The council approved a request from Chrissy’s LLC for a “020 – Restaurant Retail Liquor License” at its Hwy 280 location, formerly known as Giovanni’s Italian Restaurant.

Members approved an expenditure of $1,400 to From the Ground Up for a one-time cleanup, trimming, and edging service at Marble City Cemetery. The project will be funded through the Marble City Perpetual Care Fund.

The council also approved the starting salary for newly hired police officer Harley Rogers at PDC-1 Step 3, citing his applicable education credentials, including a Bachelor of Science degree. The pay rate will take effect on his date of hire.

To address anticipated periods of extreme heat, the council ratified approval of an expenditure of up to $2,922.17 for the rental of two portable air conditioning units for the Sylacauga Animal Shelter for a maximum of 28 days. The expense will be paid from the General Fund.

Among two additional items added to the agenda, council members approved a capital project for lighting upgrades and replacement at the B.B. Comer Memorial Library at a cost of $27,055.77. Funding will come from the City Hall Building Maintenance Account.

The council also approved a capital project for audio and visual upgrades within the Sylacauga Municipal Complex, including the Faye Hosey Chambers and surrounding lobby area. The project cost will not exceed $90,000 and will be funded through a shared arrangement, with half paid from the Judicial Administration Fund and half from the City Government Capital Improvement Account.

In other business, the council approved fiscal year 2026 accounts payable invoices totaling $1,730,891.24 and approved July 2026 payrolls totaling $807,621.36.

The next meeting of the Sylacauga City Council is scheduled for Tuesday, Sept. 1, at 6:00 p.m.
