SYLACAUGA, Ala. – The Sylacauga City Council approved a series of resolutions, budget amendments, and project-related actions during its regular meeting on Tuesday, July 21, following a work session that began at 5:00 p.m. in the Faye Hosey Chambers at City Hall.
One of the meeting’s most debated items involved an agreement with the Greater Birmingham Humane Society aimed at addressing animal welfare and public safety concerns along the Hwy 280 corridor and surrounding areas.
The agreement was approved on a 3-2 vote. Council President Tiffany Nix and council members Nate Brewer and Greer Wright Bisignani voted in favor of the measure, while council members Laura Barlow Heath and Tim Vincent voted against it.
The council also accepted a recommendation to modify the Lake Louise Project, changing the scope from a bridge replacement to the construction of a new road. The project will be funded through 2024-A bond proceeds.
Council members approved amendments affecting appointed officials and the budgeted contract amounts for the positions of city prosecutor and public defender. The changes amend provisions previously outlined in Resolution 82-2025, Resolution 83-2025, and Resolution 34-2026.
Several budget amendments were approved during the meeting. The council authorized a $1,500 transfer for the Fire Department to cover unforeseen building maintenance repairs at Fire Station No. 2.
The council also approved a budget amendment of $17,241.33 for the Street Department to address increased costs associated with the landscape and horticultural services contract awarded to DeWeese Lawns, LLC, which became effective May 1, 2026, for the remainder of the fiscal year.
In other business, the council authorized Mayor Matt Hubbard to sign and enter into construction contracts with Stone Building, LLC, the awarded bidder for the new Sylacauga Recreation Center project.
Council members approved an administrative correction to a July 7, 2026 agenda item, changing the referenced resolution number from Resolution 65-2026 to Resolution 66-2026.
The council also approved an increase in starting pay for newly hired Police Officer Alicia Simpson to PDA-1 Step 3, citing her ten years of law enforcement experience.
A public hearing was scheduled for Aug. 18, 2026 to consider Ordinance 2290-26, which relates to the feeding of animals and animal control issues along the Hwy 280 corridor.
Additionally, the council approved funding from the city’s interest account to reserve an ice-skating rink for the 2026 winter holiday season.
The council approved accounts payable invoices for fiscal year 2026 totaling $313,798.97 and approved June payroll expenses totaling $523,542.37.
The next Sylacauga City Council work session and meeting is scheduled for Tuesday, Aug. 4.
