Sylacauga City Council approves redevelopment plan, recreation center contract

SYLACAUGA, Ala. – The Sylacauga City Council approved a series of resolutions, appointments, and infrastructure projects during its regular meeting on Tuesday, July 7, following a scheduled work session in the Faye Hosey Chambers at City Hall.

Among the meeting’s most significant actions, the council approved an amended Resolution 60-2026 adopting the recommended Urban Renewal and Redevelopment Plan (Phase One). The plan establishes a strategic framework for revitalization, redevelopment, and long-term economic growth in targeted areas throughout the city.

Council members also approved the resurfacing of Boat Dock Ln. from Lake Howard Rd. to its terminus. The project was awarded to Central Alabama Asphalt and Construction Company LLC as the lowest responsible bidder and will be funded through remaining proceeds from the city’s 2017 bond issue.

The council amended Resolution 45-2026 regarding updated garbage rate collection procedures for apartment complexes and amended Resolution 03-2026 to reflect changes to the city’s Ricoh copier lease inventory and rates.

Members voted to renew the city’s master service agreement with UKG (Kronos) software at its current rate for a one-year period beginning Sept. 1, 2026, and continuing through Aug. 31, 2027.

The council also approved a resolution accepting the Retirement Systems of Alabama’s recommended lump-sum retiree increase for all City of Sylacauga retirees. The total cost of the increase will be $28,841.

Several board and commission appointments were approved during the meeting.

Jessica Edwards was appointed to the Commercial Development Authority. Anthony Womack was appointed to the Historical Commission for a three-year term ending in March 2029. Christopher Franklin was appointed to the Sylacauga Parks and Recreation Board to fill the position vacated by Mayor Matt Hubbard and will complete the term ending in Oct. 2027.

In another major action, the council awarded the recommendation of Williams Blackstock Architects to Stone Building as the lowest responsible bidder for construction of the new Sylacauga Recreation Center. The project is expected to cost between $28.25 million and $29 million and will be funded through proceeds from the city’s 2024 bond issue.

The council also approved several personnel-related items.

Members approved a payroll correction totaling $553.04 for Animal Control Officer Brandon Gerrins due to educational qualifications associated with a bachelor’s degree in criminal justice. The adjustment covers the period from his date of hire through June 12, 2026.

The council approved an increase in starting pay for Magistrate Wanda Miller to MCA-1, Step 5 based on educational qualifications, effective as of her hire date. Council members also approved an increase in starting pay for firefighter Ray Keel to FDA-1, Step 4 due to more than 25 years of fire service experience, effective as of his hire date.

Additionally, the council approved fiscal year 2026 accounts payable invoices totaling $446,881.46.

The next meeting of the Sylacauga City Council is scheduled for Tuesday, July 21. The work session will begin at 5:00 p.m. followed by the regular council meeting.
