Sylacauga City Council approves annexation, delays feral dog vote, revisits mayoral veto override

SYLACAUGA, Ala. – The Sylacauga City Council held a meeting on Thursday evening, May 21, following a work session that began at 5:00 p.m.

Before the work session concluded, it was paused at 6:00 p.m. to begin the council meeting because a scheduled public hearing was required by law to start at that time.

As the first item under old business, the council conducted a public hearing regarding the annexation of property located at 3601 Old Sylacauga Hwy, which will be zoned AG-1.

After no members of the public spoke during the hearing, the council approved the annexation.

The council also voted to override a veto by Mayor Dr. Matt Hubbard concerning Resolution 52-2026, which had previously been approved during the council’s May 5 meeting.

The resolution requires the attendance of all city department heads and the Human Resources Specialist, or their respective representatives, at all city council work sessions.

The vote to override the mayor’s veto passed 3-1, with Council President Tiffany Nix, Laura Barlow Heath, and Tim Vincent voting in favor. Greer Wright Bisignani voted against. Nate Brewer was absent from the meeting.

Following the vote, City Attorney Win Livingston stated that the action did not comply with the rules. The matter was subsequently struck from the meeting and is expected to be revisited at the council’s next meeting.

The council also authorized the East Alabama Regional Planning and Development Commission to submit the fiscal year 2027 grant application for the city’s transit program.

Council members agreed to remove from the agenda a proposed vote addressing the feral dog issue along Hwy 280 as officials continue gathering information on how to remove the animals in the safest and most humane manner possible.

Under new business, the council approved remitting $2,500 in grant-awarded funds to the Sylacauga Chamber of Commerce for the “Marble City Salutes America250 Mural” grant project.

The council also approved fiscal year 2026 accounts payable invoices totaling $1,189,920.93.

The next meeting of the Sylacauga City Council is scheduled for Tuesday, June 2.
