Sylacauga City Council meeting – Aug. 6, 2024

SYLACAUGA, Ala. – The Sylacauga City Council work session began at 4:00 p.m. on Tuesday, Aug. 6 in the Faye Hosey Chambers. The City of Sylacauga council meeting started immediately following the work session.

At the meeting, the city council approved Resolution No. 80-2024 to authorize the Allocation of Gas Tax Revenue for the FY25 Transportation Plan. (Must be adopted no later than August 31st, 2024.) (City Clerk-Treasurer to read Resolution No. 80-2024 into the meeting minutes.)

The council set a public hearing to rezone property located at 562 W 4th St. from its current MX-2 (Limited Mixed Use) district to Institutional (I) district for Aug. 20, 2024. (City Clerk-Treasurer to read Resolution No. 81-2024 into the meeting minutes.)

The city council approved S&P Global Ratings totaling $35,650.00, Madison Lykes for a Special Event License for Fall Festival event on Oct. 19, 2024, and Palmer Place to receive funding totaling $10,000. (Funding from SPD earmarked money)

A budget amendment for the Animal Shelter totaling $1,300 was approved. (From GL: 010-540-42501-000 to GL: 010-540-42001-000)

The Sylacauga Police Department (SPD) has a number of agenda items approved, including:

– Applying for the Edward Byrne Memorial JAG Fund in the amount up to $150,000 for FLOCK cameras. There is no city match. (Application due: Aug. 9, 2024)
– Authorizing Mayor Jim Heigl to enter into an Agreement for Substance Awareness and Detection Services between Sylacauga City Schools and the Sylacauga Police Department.
– Authorizing the Mayor to enter into a Memorandum of Understanding between Sylacauga City Schools and the Sylacauga Police Department for School Resource Officer(s).
– The purchase of an OCR360 Capture Kit with Floating License for investigations totaling $13,208. (Funding SPD from earmarked money.)
– The purchase of four portable radar signs totaling $13,470. (Funding from SPD earmarked money.)
– The purchase of six Stop Stick kits totaling $3,228. (Funding from SPD earmarked money.)
– The purchase of two W1P 2024 Ford F150 Responder Supercrew 4×4 pickup trucks, State Contract T191L, totaling $158,721.34.

The city council approved a Municipal Court refund to Robert Azral Vig totaling $536.

They approved Sylacauga Parks and Recreation reimbursement for an invoice from Church of the Highlands totaling $10,000. (Funding from P&R earmarked money.)

Additionally, they approved to approve to purchase one 2008 Sutphen Pumper Truck from Williams Apparatus, totaling $259,087. (Funding from FD earmarked money as specified in Resolution No. 23-2023 totaling $143,661.48 and from Special Projects Reserve totaling $115,425.52)

The council approved the July 2024 Payroll totaling $525,652.29 and the Fiscal Year 2024 Accounts Payable invoices totaling $412,834.59.

The next Sylacauga City Council meeting is scheduled to take place on Tuesday, Aug. 20 at 6:00 p.m.

The registration fee is $235.00 per person. Total estimated expenses for Doby and Lambert are $470.00. (City Clerk-Treasurer will be available, if needed.)
