Sylacauga City Council proposed agenda – June 18, 2019

SYLACAUGA Ala, – The Sylacauga City Council will meet tonight at Sylacauga City Hall.

The meeting will be the last of two in the month of June.

The following items are on the agenda:

Public hearing to consider alley closing at the request of Heritage South Credit Union in the 900 block of North Norton Avenue and North Broadway Avenue.  (Public hearing set by Resolution 27-2019 5-7-19).  Resolution 35-2019, if approved.

Public hearing to consider request from Sylacauga Area Habitat for Humanity to close a portion of Alexander Avenue/Roberts Circle located off of Alexander Avenue.  (Public hearing set by Resolution 28-2019 5-7-19).  Resolution 36-2019, if approved (being prepared by Barry Vaughn)

Ordinance 2214-19 amending Ordinance 2136-12 (adoption of 2012 Codes) and amending fee schedules, if ready.

Resolution 37-2019 authorizing application to ADECA for FY19 Community Development Block Community Enhancement Fund assistance in the amount of $250,000 committing a 10% match ($25,000.00), authorizing the Building and Code Enforcement Department to manage the project, and authorizing the Mayor to execute the required documents.

Resolution 38-2019 authorizing tax abatement to PlastiCal, LLC for new construction located at 1119 Sylacauga Fayetteville Highway in Sylacauga.  Estimated total project of $14,103,500.00 with an estimated 50 employees over the first three years.

Resolution 39-2019 for authorization to participate in the City of Oxford’s East Metro Area Crime Center.  Approval authorizes (Police Chief Johnson or Mayor James Heigl) to execute Memorandum of Understanding with the City of Oxford.

Resolution authorizing contract for professional services relative to design work for paving and improvements to James Payton Blvd, if ready.

Approve disposal of 2012 Dodge Charger, S/N 2C3CDXAGXCH221048 by transfer of ownership to the Town of Rockford as requested, and as recommended by Police Chief Kelley Johnson.

Application for 020 Restaurant Retail Liquor from Ricardo Sanchez, owner of El Vaqueros Mexican Grill, LLC, DBA El Vaqueros Mexican Grill – transfer of location only to 320 Coaling Road, Sylacauga.

Request from Q4, Inc. for refund of commercial building permit #2019-56, job location of 105 East 2nd Street, in the amount of $88.  Work was never performed, and a new permit has been applied for by the property owner who will be performing the work.

Appointment to Sylacauga Health Authority – six-year term of Dr. Steve Bowen (Place #3) expiring August, 2019.  Dr. Bowen was the only applicant.

Appointment to Zoning Board of Adjustment and Appeals – three-year term of William “Bill” Roberts expired January, 2019.  Bill Roberts was the only applicant.

Appointment to Zoning Board of Adjustment and Appeals – three-year term of Vinton Crawford expired Jan. 2019.  Vinton Crawford was the only applicant.

Appointment to Zoning Board of Adjustment and Appeals – vacant supernumerary three-year term expiring Jan. 2021.  Bernard Alton Webb was the only applicant.

Approve expenses for Admin Asst Kim Morris to attend the ADIT Leadership Skills I workshop on July 10-11, 2019; Leadership Skills II workshop on August 20-21, 2019; and Leadership Skills III workshop on September 5, 2019.  All classes will be held at the Sylacauga Chamber of Commerce.  Registration fees are $25.00 for Leadership I and II; $12 for Leadership III.  Total estimated expenses for Morris are $62.

Approve expenses for Accounting Clerk III Sandy Sorensen to attend the ADIT Leadership Skills I workshop on July 10-11, 2019; Leadership Skills II workshop on August 20-21, 2019; and Leadership Skills III workshop on September 5, 2019.  All classes will be held at the Sylacauga Chamber of Commerce.  Registration fees are $25 for Leadership I and II; $12 for Leadership III.  Total estimated expenses for Sorensen are $62.

Approve expenses for Municipal Court Magistrate Melanie Allen to attend the AOC maintenance class to be held on Nov. 15, 2019 in Montgomery.  Registration fee is $50.00.  Additional expenses for mileage will be incurred (Allen and King will carpool).  Estimated total expenses for Allen are $125.

Approve expenses for Municipal Assistant Court Clerk Krissy King to attend the AOC maintenance class to be held on Nov. 15, 2019 in Montgomery.  Registration fee is $50. King and Allen will carpool.  Estimated total expense for King is $50.

Approve expenses for Municipal Court Magistrate Wendy Mickler to attend the AOC maintenance class to be held on Dec. 6, 2019 in Montgomery.  Registration fee is $50. Additional expenses for mileage will be incurred.  Estimated total expenses for Mickler are $125.

Approve expense for Accounting Specialist Yourlanda Burns to attend the GFOAA Summer Conference in Orange Beach August 13-16, 2019.  Registration fee is $295. Additional expenses for mileage, meals, and lodging will be incurred.  Total estimated expenses for Burns are $1,176.34.

Balance of Accounts Payable invoices for May in the amount of $220,095.44.

May payroll in the amount of $626,084.53.
