[VIDEO] Council approves additional street paving; agrees on balanced budget for 2019

SYLACAUGA, Ala. – The Sylacauga City Council met for the second time during October on Tuesday night.

During the work session, after weeks of meetings, the city budget was finalized with a surplus for FY2019.

Rocky Jackson addressed the council about what he called speeding concerns on Norton Ave. In September, the city removed lights on the downtown street allowing for an easier flow of traffic. They were taken out as part of the city-wide paving project. While temporary stripes have been placed on the pavement across the city, permanent, reflective striping will be installed soon.

Police Chief Kelley Johnson said speed limit signs are not on the road yet but has assured that the department has posted up Norton Ave. for the last several weeks and has not caught any speeders.

Yolanda Watkins-Bailey of Avenu addressed the council regarding concerns surrounding business license revenue and discovery.

The Executive Director of the Sylacauga Housing Authority (SHA) Michael Threatt fielded questions from the council regarding the former Mountain View Elementary School and former East Highland campus. Threatt said the SHA is looking to develop a new ‘vision’/recreation center along with new mixed-income housing in the Drew Court community. He said grants are available and work needs to start soon so funds can be utilized.

During the meeting, the council:

  • Held a public hearing to consider request from Coosa Valley Medical Center and the abutting property owners for the closing/vacation of certain platted public alleys and rights-of-way in and adjacent to the Coosa Valley Medical Center Complex. It was approved 5-0.
  • Approved resolution recinding Resolution 69-2018, dated 9/18/2018, approving an amended agreement, and authorizing Police Chief Kelley Johnson to execute said amendment with the Sylacauga Board of Education for the placement of four (4) School Resource Officers in the city schools for the period beginning 10/01/2018 through 9/30/2019, with committed reimbursement totaling $76,252.40 to offset the salary and benefit costs to the City for said Officers. (5-0)
  • Approved resolution accepting grant award and authorizing Mayor James Heigl to execute related agreement with the Alabama Historical Commission for said FY2019 grant funds in the amount of $9,150.00 to be used to make repairs in the Sylacauga Cemetery (aka Fort Williams Cemetery). (5-0)
  • Accepted recommendation from Michael Rice of EEFS Company, PC, as City’s consulting P.E> for the 2018 Paving Project (Sylacauga Street Paving Project #1944-17) to approve resolution authorizing Change Order #3 in the increase amount of $190,696.50 to Dunn Construction Company, Inc., for the addition of six (6) alternate streets to the pacing list including:
    • Merkel Ave. (Old Birmingham Hwy. to Pine St.)
    • Monroe St. (Jefferson Ave. to end)
    • West Clay St. (Hillbrook Dr. to Hwy 21)
    • Pineview Rd. (Goodwater Hwy. to 306 Pineview Rd.)
    • Church Ave. (East Milton to East Clay St.)
    • North Cannon (West Fort Williams to dead end) (5-0)
  • Approved application for Lounge Retail Liquor, Class I License from Shelly McLeoud Bullard, member of Fermenters Market, Inc., located at 8 East 2nd Street in Sylacauga. (4-1)
  • Approved request from Police Chief Kelley Johnson for authorization to apply for Byrne JAG grant funds for the purchase of new body cameras and personal first and equipment for the Police Department. (5-0)
  • Approved travel/expenses for Police Chief Kelley Johnson to attend AACOP-CLEEP Training totaling $294.78 (5-0)
  • Approved travel/expenses for Police Capt. Rondell Muse to attend AACOP-CLEEP Training totaling $517.78 (5-0)
  • Authorized payments totaling $393,160.02 for payrolls for Sept. 2018 (5-0)
  • Authorized payments totaling $26,890.67 for additional fiscal year-end accounts payable invoices received for Sept. 2018 (5-0)
  • Authorized payments totaling $166,080.27 for balance of accounts payable invoices received for Oct. 2018 (5-0)
  • Approved request from Interim Code Director Mike Whetstone for authority to contract with TempForce-Smart Staffing Solution for the services of of three (3) temporary workers for up to 120 days. (5-0).
