Twelve mile, $4 million street paving project expected to begin in May per city’s engineering consultant

SYLACAUGA, Ala. – At least 20 Sylacauga streets and roads will be rebuilt in the coming months if progress follows a proposed timeline presented to the City Council.

According to the timeline from Engineering Environmental Forestry Services (EEFS), the project could begin as early as May 1, and at least 12 miles of asphalt will be replaced.

Last October, Mayor Jim Heigl told SylacaugaNews.com the city will spend $4 million on paving projects. The scope is much larger than the city’s last such work nearly six years ago which cost around $1 million.

According to officials, the comprehensive project is not about adding another layer of pavement but removal of all asphalt to rebuild streets and related infrastructure, including vinyl inlays and reflectors. The most heavily trafficked areas and those in the worst shape, as determined by EEFS, will receive priority attention.

The city also expects to retain and store all removed asphalt for future use, netting additional savings. Rather than paying to haul and dump old asphalt, the city plans to recycle it for later reuse in repairing other roads and parking areas.

The list compiled by EEFS for bidding is headlined by Fort Williams St. The complete list:

  6. S. Main Ave. (Goodwater Hwy. – E. Fort Williams St.)
  7. E. Fort Williams St. (Hwy. 21 – railroad tracks)
  8. Coaling Rd. (Quarry Rd. – New County Line Rd.)
  9. Oldfield Rd. (Old Talladega Hwy. – Motes Rd.)
  10. Avondale Ave. (W. Fort Williams St. – W. 8th St.)
  11. W. 10th St. (Hwy. 21 – N. Douglas Ave.)
  12. Norton Ave. (W. Fort Williams St. – W. 10th St.)

After bids are received and reviewed, additional roads which may be included if funding within the $4 million cap is available include:

  1. Spring Valley Ln. (Fox Run Rd. – end)
  2. Merkle Ave. (Old Birmingham Hwy. – Pine St.)
  3. Monroe St. (Jefferson Ave. – end)
  4. W. Clay St. (Hillbrook Dr. – Hwy. 21)
  5. Pineview Rd. (Goodwater Hwy. – 306 Pineview Rd.)
  6. Church Ave. (E. Milton St. – E. Clay St.)
  7. N. Cannon (W. Fort Williams St. – Dead End)

Broadway Ave. and other portions of Hwy. 21 are state roads and therefore could not be included in any city plans.

According to the EEFS timeline, the company expects to complete design by Feb. 23. Bids are scheduled to open on March 16 with plans to start work by early May.

Extensive work by the city will not end there. “Taking advantage of grant funding, we soon expect to finalize a downtown streetscape project as well – with almost 80% grant money – focused on multiple blocks of Broadway and the rear parking areas,” city council president Lee Perryman said earlier this month. “Additionally, we will soon review proposals for a major project to upgrade and repair city buildings, property, and other assets, all of which has been deferred for far too long, and are also looking into rebuilding and building new recreational facilities. Overall, I expect that we’ll be investing about $7 million in projects this year alone – without placing any additional financial burden on…citizens through, for example, increases in sales taxes.”
