Sylacauga Planning Commission approves annexation requests and new residential uses in business districts

SYLACAUGA, Ala. – In a Thursday evening public hearing held in Faye Hosey Chambers of the Municipal Complex, Sylacauga’s Planning Commission approved recommendations to bring four adjacent properties — 103 and 333 Indian Valley Dr., 1335 Harper Springs Rd., and 77 Autumn Acres Ln. — into the city as requested by property owners.

The Commission also approved rescinding an October 2007 ordinance which established the L-1 Loft Apartment Overlay District and also removing the District from the Sylacauga Zoning Map, as well as amending the city’s June 1989 Zoning Ordinance to allow loft residences on upper floors of commercial buildings in the B-1 Local Shopping District and B-2 General Business District.

Requirements for new residential use in business areas, in addition to meeting city codes, would include appropriate soundproofing measures, adequate off-street parking (with no motor homes, boats, trailers, or buses allowed), separate exterior building entrances, and waste dumpsters for use by residents. Window air conditioning units would not be permitted, nor would exterior fire escapes, as may be required, on building sides facing public streets. These changes allowing multi-purpose use of property in business districts are expected to spur investment in those areas.

The Commission’s recommendations will be referred to the City Council for final review and approval.

The Planning Commission is comprised of nine members including the Mayor and the President of the City Council. The hearing was a continuation of a hearing that began on Aug. 3.
