Sylacauga City Council authorizes first step of $4 million paving project; approves loft residences in business districts

SYLACAUGA, Ala. – On Tuesday night, the Sylacauga City Council approved steps to get closer to paving streets as early as Spring 2018, weather permitting.

Michael Rice of Engineering, Environmental, & Forestry Services Company (EEFS), based in Bessemer, said the first street to be paved will be W. Ft. Williams St. from Hwy 21 to Hwy 280.

Council president Lee Perryman inquired about the process during Tuesday’s work session. Rice said the first order of business will be to asses the roadways, acquiring data from ALDOT and other resources based on vehicular volume, speed, and truck data. This process also includes coring the road in different areas to assess how much asphalt will need to be milled.

Perryman said the Street Department will store portions of asphalt dug up for other road and patching projects in the future. The project will also involve close connection with the Sylacauga Utilities Board.

“Vinyl inlays and reflectors will be in the roads,” said Heigl. “We’re looking at a $4 million cap on all paving.” Heigl said paving Ft. Williams is just a portion of the overall project.

“We’re getting the most heavily traveled areas with the heaviest loads,” said Heigl.

The Council also approved the construction of loft apartments in any business district (B-1 or B-2 zone) property in the city limits, as recommended by the Planning Commission.

“This is an important step in rejuvenating the central business district, allowing business owners to realize additional revenue streams from residential use of upper levels or even allowing new business owners to live upstairs while they work downstairs,” said Perryman. He said it will allow more buildings to meet code and create up to 60 housing units if done properly.

Other city business addressed Tuesday night:

  • Public hearing for requests to annex properties located at 333 Indian Valley Drive, 103 Indian Valley Drive, a strip of property identified by E911 as 1335 Harper Springs Rd., and 77 Autumn Acres Ln. Recommendation from Planning Commission regarding zoning of properties. (Public hearing set at Sept. 5, 2017 meeting.)
  • Approval of FY18 Grant Agreement for Services for the Elderly with East Alabama Regional Planning and Development Commission.
  • Set date for public hearing for consideration of annexation and zoning of property located at 252 Oldfield Circle. (First available date for public hearing is Nov. 21, 2017.)
  • Recommendation from The Center for Municipal Solutions to refund escrow balance of $1,986.23 to T-Mobile due to completion of cell tower project at 105 E. 2nd St.
  • Approve expenses for Police Chief Kelley Johnson to attend the Alabama Association of Chiefs of Police CLEEP training course ‘The Leader as an Individual’ on Nov. 2, 2017, and ‘Motivation and Empowerment’ on Nov. 3, 2017, in Florence, Alabama.
  • Approve expenses for Police Captain Rondell Muse to attend the Alabama Association of Chiefs of Police CLEEP training course ‘The Leader as an Individual’ on Nov. 2, 2017, and ‘Motivation and Empowerment’ on Nov. 3, 2017, in Florence, Alabama.
  • Approve balance of Accounts Payable for September, Accounts Payable received to date for October, and September payroll.
